2019 Singapore/Hong Kong Housing Delegation

In Singapore, over 80 percent of the population lives in inexpensive, high density public housing condos they’ve purchased, which are well maintained and convenient to public transportation.  Every citizen takes for granted that the government will build a low cost condo for them, and every citizen is required to save for housing.

In 2019, Senator Chang led a delegation to Singapore and Hong Kong. Among other sites, the delegation visited Singapore's Nice Home Gallery and Pinnacle at Duxton, as well as Hong Kong's On Tat and Tseung Kwan O Town Centre. Delegation members additionally had the opportunity to meet with housing and transit authorities in both Singapore and Hong Kong.

2021 Housing in Four Cities Delegation

This virtual delegation took delegates to four important cities.

1) Singapore: a young city-state that climbed from poverty to wealth by making home ownership a human right.
2) Hong Kong: a financial powerhouse that has housed millions of
refugees.
3) Vienna: featuring high-amenity social housing rentals in every neighborhood.
4) Houston: boasting far lower home prices than most of 
the US, but with toxic growth.

The delegation participated in two to three Zoom meetings per destination with local subject matter experts in each jurisdiction.

2022 Vienna Housing Delegation

Since 1920, Vienna has been building large scale public rental housing projects, which today house over 60 percent of the population.  Architects are chosen through competition over amenities, quality of life, and beauty, rather than simply cost. Tenants in both public and private housing enjoy rent control that ensures their housing costs remain stable.

The 2022 Vienna Housing delegation learned in detail a unique approach to social housing by visiting notable historic and contemporary sites throughout Vienna including the Karl-Marx-Hof Project and the Seestadt Aspern. Delegates also met with both Vienna's housing agencies and residents of social housing.

2023 Singapore/Hong Kong Housing Delegation

In 2023, Senator Chang led another delegation trip to Singapore and Hong Kong, accompanied by policy-makers, non-profit and private sector leaders, and members of the media. Delegates were kept very busy with agency meetings, home visits, and tours of some of the most forward-thinking housing and urban planning solutions in the world!

In Singapore, over 80 percent of the population lives in inexpensive, high density public housing condos they’ve purchased, which are well maintained and convenient to public transportation.  In Hong Kong, the narrow streets and sidewalks, seamless integration of transit and development, mixed-use buildings, and integrated landscaping make the city prime for walking. Often, driving by car is slower than using your own two feet or taking public transit.
